Yes. Even better is an inch per square foot of water surface. I have a cousin who over stocked his betta tank and 1 gourami and a betta died in two days. They kept on dying until they matched the inch per gallon rule.

A large smooth natural brown gravel. Try not to get get and colored gravel.
